# Absentee Owner Finder

List parcels whose owners' mailing address is in another state (or another city), with the owner and mailing address, for outreach and acquisition lists.

## Requirements

- The Isopleth MCP server connected at `https://api.isopleth.dev/mcp` with an API key in the `Authorization: Bearer` header (see https://isopleth.dev/docs/mcp).
- Tools used: `parcel_coverage`, `parcel_search`, `start_run`, `get_run`.
- Cost: 25 lookups per page of up to 100 parcels; empty pages and parcel_coverage are free.

## Steps

1. Call parcel_coverage for the state (free) and check that it publishes owner and mailing-address columns (mailadd, mail_state2). Some states publish no owner names; stop and say so.
2. Call parcel_search with the state and county, any acreage or land_use limits, and two filters: mail_state2 exists, and mail_state2 ne the parcel's state (two-letter, upper case). Use limit 100.
3. For in-state absentees (owner mails to another city), search without the state filter and keep rows whose mail_city differs from the situs city (scity), or where homestead_exemption is empty where published.
4. For more than a few pages, call start_run with kind "search" and the same body, with max_pages and max_lookups, then page through get_run.
5. Present owner, mailing address, the parcel's situs address, acreage, value and last sale date. Group parcels by owner when one owner holds several.

## Arguments (example `parcel_search` call)

```json
{
  "state": "TX",
  "county": "Travis",
  "acres_min": 5,
  "land_use": "vacant",
  "filters": [
    {
      "field": "mail_state2",
      "op": "exists"
    },
    {
      "field": "mail_state2",
      "op": "ne",
      "value": "TX"
    }
  ],
  "limit": 100
}
```

## Output

A table of absentee-owned parcels with owner and full mailing address, grouped by owner, plus counts by mailing state. Public assessor records; check local rules before mail outreach.

Every value carries its source, license and attribution. Keep the source next to each value, and show the attributions if you share the results.
